Not sure if you're wanting feedback, but a one piece design would be way better. Seems like that lip could get you hung up, and the bolt heads too.

Yeah I agree 100% on that, this is a test design so feed back is needed for sure. A one piece design would be much better, get rid of those exposed bolts and it would make mounting it much easier. I would go one piece and add a up turned lip to the rear with two extra holes for mounting alone the backside of the cross member.

That's a big 10-4 on the oil hole, ill have to look and get a measurement.

You wouldn't need the mounting holes in the middle if you made it a one piece. And that would take out two of the bends?

You should still have the mounting holes in the middle for impacts that are not at a 90* angle to the plate there wouldn't be much holding it in place if it were to take an impact from a side load. Easiest way to protect the bolts would be to weld a short piece of pipe to make a 1/4" lip or so around where the bolts go and smooth the weld off so it has a ramp up and over the lip. I don't totally agree on making it one piece though, I think 2 pieces would make things A. easier to assemble and B. easier to ship. Just extend that front plate back to where it meets the second plate and put some tabs on the front plat and corresponding notches in the rear plate so that they lock together.
