I think it's only fishing from land in a State Park where the license isn't required. Your point is correct from boat.

I never pay because I just park on the other side of the lake in a trail and don't need a ramp to put my yak in the water. Also staying off the beaten path helps me hide my adult beverages because they are illegal in parks along with my cigarette smoking.

Going to NY State Forest this weekend camping. We are in NY just enough to enjoy their laws and can literally see NJ from our spot. NY allows us to smoke tobacco, shoot guns at their free public range, and drink beer.....all while camping for free in the same state forest. Should be a good weekend. None of that is legal in NJ and NJ would make us pay to camp.

The Corps just finished the trial portion of a court martial for a Drill Instructor who kicked the recruits asses and got a little rough with them. He had one die and a couple others turn up with broken bones.
